From: DISASTER / MAJOR EMERGENCY -- WHAT CAN WE EXPECT?

The following list of seventy (70) "things to expect" is not offered as a prediction of doom. Although most of the items are negative, this is a realistic list of problem areas that we can expect to face in a disaster.

7. “Trained personnel will become supervisors because they will be too valuable to perform hands-on tasks.”

COMMENT:  Amateur radio operators, as well as those in other disciplines should expect this.  Trained, prepared, disciplined, and skilled hams will be in short supply.  But, as in any emergency, there will be a number of volunteers, who will converge.  Many will be “experts” and some may try to usurp the operation. These persons can usually be utilized, but they must first be registered with the served agency(s) and oriented to the operation.  Emergency Coordinators and/or RACES Officers may
need to implement an impromptu training program.  They can then assign them to certain tasks supervised by trained personnel.

2 - FROM TEHAMA COUNTY:
Jake Hickok, KF6KDD, Tehama County EC reports: “My new home phone number is
(xxx) xxx-xxxx and I have a digital answering machine installed.  If I am at home and not answering the phone, and it is an emergency, during the answering machine message I programmed “911” as a breakthrough code.  If you punch 911 during the message, a loud beep will fill my apartment and I can hear it outside as well for 30-45 seconds alerting me to the call breakthrough.  If after that time I still don’t answer, it will go back to the answering machine and you can leave a message.”

(EDITOR - I sure hope tele-marketers and bill collectors don’t hear about this!  HI Seriously, thanks Jake for the update on your telephone number.  And also for the tip about  a device that others may want to look into for their own “alert system”.

SKYWARN is the National Weather Service program of trained volunteer spotters reporting severe weather The ARRL/ARES has a national “memorandum of understanding” (MOU) with the NOAA/NWS

RANDY MILTIER, K7PRM has resigned as SKYWARN Coordinator.  The NWS is currently in the process of appointing his replacement.  On behalf of the NWS and the ARES: thanks Randy for all your hard work .

SKYWARN NETS EXPAND:
Medford NWS SKYWARN NET:  Sundays at 1930L on the Mt. Ashland 147.26+ repeater (WX7MFR/R).  It is also relayed via Siskiyou County repeaters on (146.79- // 146.82- // 146.91- // 147.18+ (100.0 Hz); and on 3987 LSB.  (1982 LSB alternate).  SKYWARN may also be activated during severe weather events.

PACKET:
The connect to NWS packet bbs is 145.090 and the ID is NWSMFR.  Then connect to NWSBBS, e.g., c nwsmfr.  Then, c nwsbbs. The NWSMFR at nws mfr is a node.

NWS WEATHER SPOTTER CLASSES:
March 31, 2000 at EMCOMM 2001.  Palo Cedro, California 

NOTE: Medford NWS office reports that additional classes will be offered starting in  April or May. Watch this spot and/or check in to the SKYWARN and/or ARES nets for updates and announcements.

The NWS/Medford “service area” consists of nine counties: Coos, Curry, Douglas, Klamath, Jackson, Josephine, Lake, (OR); Modoc and Siskiyou (CA).  If you have any questions about the SKYWARN program, contact: Gary/N7GK <gpederso@orednet.org > via e-mail or on 147.26+ (Mt. Ashland).

REGIONAL ARES WEATHER AND ROAD NETS (ARESWARNS) for SV Districts 1 and 2 are on 7232 LSB (daytime) and 3987 LSB (nighttime). 1982LSB (nighttime alternate). Up/down QRM.  OREGON District 5, and all ARES stations elsewhere, are CORDIALLY INVITED to participate.  During a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all information and traffic is passed,  (more often as needed). 

LOCAL ARES WARNS are activated by a local EC or AEC per your local plan. Check with your EC for more information about your area.  It is recommended that they meet at the TOP OF EACH HOUR, and include a local HF - VHF station for relay / interface duty with the regional net.
