Last week information was provided regarding initiating Disaster Welfare
Inquiries via SATERN. ARES operators who are working on behalf of the American
Red Cross, should (in advance), download American Red Cross Form 2079H:
“Amateur Radio Operator Intake” (available in Adobe) and make a few copies
to have available when needed.
The DWI is then forwarded via the ARES/NTS or whatever channel local ARC
officials designate.

1- “BEWARE THE IDES OF MARCH” - (50 YEARS

I grew up in Santa Ana, California, the county seat of Orange County. Some of
you will remember the “duck and cover” drills every week. Well into “the
fifties”, every Friday at high noon, the air-raid sirens were sounded. I can
still recall the wail.
My Hallicrafters S-38D, that I bought new at Montgomery Ward, has “CD”
markings on its slide-rule dial at 640 and 1240 kilocycles. I also have a small
pocket crystal set that has the same markings. (I may bring it to EMCOMM
2001 along with my 50’s vintage bright yellow GONSET 2 Meter AM “CD”
Communicator). CONELRAD!
COntrol of ELectromagnetic RADiation was a system where ALL AM broadcast
stations would go silent on their normal assigned frequencies if an impending
enemy attack was announced. Selected AM stations would then simultaneously
transmit emergency information on the two “CONELRAD” frequencies. This was
an attempt to prevent enemy bombers from honing in on broadcast stations near
target cities, (as they did in Honolulu on December 7, 1941).
Recently I was sorting through some old files and found the document reproduced
below. The original is yellowed...and silverfish have dined along its
edges. The date is: March 8, 1951. “BEWARE, the Ides of March”!

SANTA ANA CIVILIAN DEFENSE BULLETIN NO. 1
(Condensed from official booklet “Survival under Atomic Attack”)
From the Office of B. A. Hersey, Executive Officer, Santa Ana Civil Defense
Your City wishes to do all that is possible for your safety and welfare in any
emergency. For this reason we are leaving with you this list of important
points to remember about ATOMIC ATTACK.
ALWAYS PUT FIRST THINGS FIRST AND NEVER LOSE YOUR HEAD
1. TRY TO GET SHIELDED.
If you have time, get down in a basement or subway. Should you unexpectedly be
caught out-of-doors, seek shelter alongside a building, or jump in any handy
ditch or gutter.
2. DROP FLAT ON GROUND OR FLOOR.
To keep from being tossed about and to lessen chances of being struck by falling
and flying objects, flatten out at the base of a wall, or at the bottom of a
bank.
3. BURY YOUR FACE IN YOUR ARMS.
When you drop flat, hide your eyes in the crook of your elbow. That will
protect your face from flash burns, prevent temporary blindness and keep flying
objects out of your eyes.
4. DON’T RUSH OUTSIDE RIGHT AFTER A BOMBING.
After an air burst, wait a few minutes then go to help to fight fires. After
other kinds of bursts wait at least 1 hour to give lingering radiation some
chance to die down.
5. DON’T TAKE CHANCES WITH FOOD OR WATER IN OPEN CONTAINERS.
To prevent radioactive poisoning or disease, select your food and water with
care. When there is reason to believe they may be contaminated, stick to
canned and bottled things if possible.
6. DON’T START RUMORS.
In the confusion that follows a bombing, a single rumor might touch off a panic
that could cost your life.
7. STRIVE FOR “FIREPROOF HOUSEKEEPING”.
Don’t let trash pile up, and keep waste paper to covered containers. When an
alert sounds, do all you can do to eliminate sparks by shutting off the oil
burner and covering all open flames.
8. KNOW YOUR OWN HOME.
Know which is the safest part of your cellar, learn how to turn off you oil
burner and what to do about utilities.
9. HAVE EMERGENCY EQUIPMENT AND SUPPLIES HANDY.
Always have a good flashlight, a radio, first-aid equipment and a supply of
canned goods in the house.
10. CLOSE ALL WINDOWS AND DOORS AND DRAW THE BLINDS.
If you have time when an alert sounds, close the house up tight in order to keep
out fire sparks and radioactive dusts and to lessen the chances of being cut by
flying glass. Keep the house closed until all danger is past.
11. USE THE TELEPHONE ONLY FOR TRUE EMERGENCIES.
Do not use the phone unless absolutely necessary. Leave the lines open for real
emergency traffic.
If you follow the pointers on this bulletin, you stand a far better than an even
chance of surviving the bomb’s blast, heat, and radioactivity. What’s more
you will make a definite contribution to civil defense in your community,
because civil defense must start with you. But if you lose your head and blindly
attempt to run from the dangers, you may touch off a panic that will cost your
life and put tremendous obstacles in the way of the
Santa Ana Civilian Defense organization.

# 20. Fuel will not be available because there will be no electricity to run the
pumps.
COMMENT: EMCOMM operators should always keep this in mind. Whether you
live in a city, a rural area...or way back in the “sticks”. Keep
your vehicle’s fuel tanks at least one-half full at all times. And keeping a
few 5 gallon gerry cans 90% filled (leave room for expansion) with FRESH FUEL
and SAFELY STORED is a good idea. (Use the fuel and refill the cans about once
every six months - Spring and Fall are good times).

SKYWARN is the National Weather Service program of trained volunteer spotters
reporting severe weather. The ARRL/ARES has a national “memorandum of
understanding” (MOU) with the NOAA/NWS.

147.26+ repeater (WX7MFR/R). It is also relayed via 146.55 SIMPLEX
(Siskiyou and Klamath Counties); on the Likely 146.97- repeater (Modoc County)
and on the REGIONAL ARES frequency of 3987 LSB. (1982 LSB alternate).
SKYWARN will be activated on these frequencies during severe weather events.

the MUTUAL AID FREQUENCIES of 7232 LSB (daytime) and 3987 LSB
(nighttime). 1982LSB (nighttime alternate). Up/down QRM. OREGON District
5, and all ARES stations elsewhere, are CORDIALLY INVITED to participate. During
a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR,
until all information and traffic is passed, (more often as needed).
LOCAL ARES WARNS are activated by a local EC or AEC per your local plan. Check
with your EC for more information about your area. It is recommended that they
meet at the TOP OF EACH HOUR, and include a local HF - VHF station for relay /
interface duty with the regional net.
