SHORT CIRCUITS - Brief (important) announcements:

+ WORLD AMATEUR RADIO DAY April 18 (Tomorrow)-The Administrative Council of the International Amateur Radio Union has selected the theme "Providing Disaster Communications: Amateur Radio in the 21st Century". For more information refer to: The ARRL Letter, Vol. 20, No. 15, April 13, 2001.

+ BUTTE COUNTY EC RESIGNS - Ken White, KC6RSS, has resigned as Emergency Coordinator.   

Thank you Ken, for all your past efforts and hard work, especially during the disastrous Concow Fire last October. The selection process to appoint a new EC has begun.   (Since there is no EC for Glenn County at present, the Butte County EC will also serve as the acting Glenn County EC until one is appointed.)  For more information contact: Dick Cloyd, WO6P, District Two EC at: diandde@snowcrest.net.

+ NEW CDF/VIP/HAMCO FOR LASSEN-MODOC RANGER DISTRICT NAMED

In addition tohis ongoing duties as an ARES AEC for Lassen County, Terry Cobb, K6ME, of Janesville, CA has accepted the position of CDF/VIP/HAMCO for Lassen-Modoc CDF Ranger District.  

Terry got off to a roaring start on Monday afternoon (April 16) when he was called to assist at a traffic control post near US 395 South, and Hicks Road during a wild-land fire. 15 acres of brush, timber, several outbuildings, and an uninhabited home were destroyed in the incident. + EDITOR’S NOTE 

It’s been nearly a year since the first “5-1-2 Bulletin” appeared. It began as a simple, weekly, “net reminder”.  With this issue (Number 50) you will note some changes. Some readers have reported that they were receiving the bulletins with some “jumped lines”.  A few weeks ago I made some changes in how the bulletin is formatted.   Currently I type it in: MS Works, “monotype.com 10” font, set for 70 characters per line.  It is then converted to “Times New Roman” font for dispatch by e-mail. Hopefully, this change has eliminated the problem.  Also, the -----, ++++++ and ***** graphics have been removed.  

Since the bulletin is occasionally forwarded via packet and/or other digital modes this will help expedite that process.  (NOTE: While the 5-1-2 Bulletin is mostly non-commercial, it may occasionally include a commercial announcement. Before transmitting any bulletin via the amateur service, please DELETE any commercial announcements.)

+ UPDATE - KLAMATH COUNTY REPEATER NOW LINKED TO SHASTA COUNTY REPEATER 

The 443.900+ repeater on Hamaker Mt. (near Keno, OR) is now linked to the
443.050+ (CTCSS-110.9) repeater on Shasta-Bally (approx. 16 miles west of
Redding).  The 443.900+ Hamaker Mt. (6,596 ft.) repeater serves most of Klamath County and eastern Siskiyou County...and beyond.  It is sponsored
by the Skyline Amateur Radio Association, (donations are welcome), 1049
Lakeshore Drive, Klamath Falls, OR  97601. Web Address:

The Shasta-Bally (6,209 ft.) repeater is also accessible on 224.820- (88.5). Whether on 1.25 meters, or on 443.050+ (110.9), its coverage extends south to the Dunnigan area under normal conditions. (NOTE: Considerate operators keep their transmissions reasonably short when using a repeater; and even more so, when using a linked system.)

+ ICS COURSE SET FOR DOUGLAS COUNTY, OREGON
Douglas County Emergency Management will sponsor a new course entitled: "Incident Command System (ICS) Series". The course will be conducted in Roseburg May 14-18, 2001.

Class will be 8:00 AM - 5:00 PM each day. There is no registration fee for

+ ICS COURSE SET FOR JACKSON COUNTY, OREGON 
Oregon Emergency Management will sponsor a new course entitled: "Incident Command System (ICS) Series".

The course will be conducted in Medford, or July 23-27, 2001. Class will be
8:00 AM - 5:00 PM each day. There is no registration fee for this course.
There is limited funding to assist applicants with lodging and per diem.
Please note on your application if your attendance would be contingent on
receiving funding assistance.

+ FEEDBACK: SENDING E-MAIL ADDRESSES IN MORSE

From Bulletin No. 48 (April 3): “At EMCOMM 2001, during the traffic handling class, a comment was made about including an addressee’s e-mail address, after the telephone number on an ARRL RADIOGRAM.  

The point wasraised:  ‘How do you send the @ symbol on CW?’ Does anyone know if there is a ‘prosign’ for @ in Morse?”

SEVERAL REPLIES WERE RECEIVED...so far no one has presented an answer as to how to send _ in CW.  (E.g. - Joe_Dokes@whatever.net)

However, two very enlightening replies (edited slightly) follow:

“There was a great deal of discussion on this subject on the qrp-l reflector a while back. It was finally decided that we should just send the letters "AT". It is understood that it is part of an e-mail address, and is shorter than most pro-signs.

FROM: Fergy Ferguson, N6SSQ -
“Here is a list of special Morse code characters and punctuation characters
that are used in ham radio... Since the question of the @ (at sum) character came up in a question at EMCOMM, I thought some of you CW nuts like me should have this list. Actually, I have never heard the @ character used in CW, but it is used quite freely in packet. 

The \ (back slash) was also asked about at EMCOMM and I have used that one in CW when sending DOS directory commands to another ham.  

The character pair are sent over-scored, which simply means run-together. The very best way to practice your CW is to send it to your computer via a modem. The computer shows you quite graphically where your mistakes lie, not just in spelling but in character spacing and word spacing.  In regards to the traffic handling, I believe that someone sending UI ( @ ) would simply cause someone a stroke. It is easy enough to do simply send AT when sending an e-mail address, e.g. K6SOJ AT ARRL.NET No one will have a problem with that. But, learning the special characters and punctuation characters is good practice and a lot of fun.”

Note: “The use of AA can mean "new line" or the front side of a bracket [
and also "all after" if you are querying for a repeat of part of a message.
Make sure the person on the other end understands what you are trying to
get across.”

+ TRAINING: The article:  “DISASTER / MAJOR EMERGENCY -- WHAT CAN WE EXPECT? by Lt. Dan Blackston, Chula Vista Police Department” appeared in its entirety in BULLETIN # 36 (January 9) and is archived at
www.qsl.net/k6soj.  Below are excerpts from that article with comments.

27. “Search dogs will be needed early in the operation”.

COMMENT:  Watch where you step!  And don’t feed or attempt to pet a search
dog without checking with the handler first.

28. “Documentation will be very important; there will be a multitude of
requests for information later.”

COMMENT:  This is one of the most important functions of the EMCOMM
operator.  ACCURATE LOGS must be kept...even for informal or tactical
traffic.  An 8.5 x 11 spiral notebook, or yellow pad, works fine.  

At the minimum, instruct all operators to log: date/time, call signs, and the
nature / disposition of all messages and traffic. Later you may be asked
to review what happened and when it happened.  Without a log...you don’t
stand a chance.  Forget guesswork, or relying upon your memory!

SKYWARN is the National Weather Service program of trained volunteer
spotters reporting severe weather. The ARRL/ARES has a national “memorandum of understanding” (MOU) with the NOAA/NWS.

MEDFORD NWS WX SPOTTER NET HAS MOVED TO WEDNESDAY NIGHTS.

The Medford NWS WX SPOTTER NET is now on Wednesdays at: 1915L on 147.26+ (Mt. Ashland repeater - WX7MFR/R); SIMULTANEOUSLY ON: 146.55 SIMPLEX (Siskiyou and Klamath Counties); AND 146.97- the Likely repeater (Modoc County).

FROM 1920 to 1929L: on 3987 LSB (1982 LSB alternate), relays and other
checkins will be accepted and forwarded. ALSO, a packet WX SPOTTER NET is being developed to run concurrently SKYWARN will be activated on these frequencies during severe weather events.

The NWS PACKET NODE ON MT. ASHLAND IS NOW OPERATIONAL on
145.030 MHz, ID is: skywrn. NWS is asking for SKYWARN and ARES packet
stations to connect and let them know your location, the type of antenna and power you use to access the Mt. Ashland node. The “connect” to NWS packet bbs (direct) is 145.090 and the ID is NWSMFR. 

Then connect to NWSBBS, e.g., c nwsmfr.  Then, c nwsbbs. The NWSMFR at nws mfr is a node.

The NWS/Medford “service area” consists of nine counties: Coos, Curry,
Douglas, Klamath, Jackson, Josephine, Lake, (OR); Modoc and Siskiyou (CA).

REGIONAL ARES WEATHER AND ROAD NETS (ARESWARNS) for SV Districts 1 and 2 are on the MUTUAL AID FREQUENCIES of 7232 LSB (daytime) and 3987 LSB (nighttime). 1982LSB (nighttime alternate).  Up/down QRM.  OREGON District 5, and all ARES stations elsewhere, are CORDIALLY INVITED to participate. During a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all information and traffic is passed,  (more often as needed).

LOCAL ARESWARNS are activated by a local EC or AEC per your local plan.
Check with your EC for more information about your area.  It is recommended
that they meet at the TOP OF EACH HOUR, and include a local HF - VHF
station for relay / interface duty with the regional net.

Check in to the JEFFERSON NOON NET daily at 1200L on 7232 // 3987 LSB for announcements regarding anticipated severe WX.
