Today (July 3, 2001) marks the fifth anniversary of the Jefferson Noon Net (JNN).  To mark this occasion, a special QSL card will be issued to all stations that check in (via HF, VHF, or both); send a QSL card or reception report, AND a long (business size) SASE, to: D. W. Thorne, K6SOJ, P.O. Box 99, Macdoel, CA  96058.

Over the past five years the JNN has logged over 41,600 check-ins on 1,780
nets.  Hundreds of contact calls, emergency bulletins, fire and WX bulletins, announcements, messages and other pieces of traffic have been handled. The JNN also provided experience to amateurs who otherwise may not have had any exposure to a structured net.

A few months ago, due to changes in the net manager’s work schedule and life situation; it was decided to discontinue the VHF (repeater) portion which is held daily at 1230L.  Five years is long enough to do a daily net. But this decision was only made after an unsuccessful search for regular (once-a-week) qualified net control operators.  A minimum of six was needed, plus alternates. I was willing to continue as a NC one day per week, (and also continue as the net manager.)  Not one person could be found that was willing to make a one-day-a-week commitment.  Several qualified operators were willing to be take the NCS duty “as relief”...but this is not enough. 

Therefore, as of this date, the 1230L portion of Jefferson Noon Net (ARES/NTS) has been “decommissioned”.  The ARRL will be notified.

I realize that this will disappoint many of our faithful participants. It will also diminish the presence of amateur radio in the northern California and southern Oregon region, the amateur radio community, and most of all the “public we serve”.

The SOJOURNERS/ARES HF JNN will continue at 1200L daily on 7232 kHz (3987 and 1982 alternates), with “rotating” net control stations.

For VHF only operators...I have two suggestions:
# 1 is: “UPGRADE!”.
# 2 is:  I am asking ALL HF JNN stations, wherever they are located, to simultaneously monitor 146.52 MHz simplex (National Calling Frequency) from 1200-1230L on days they are participating for relays and/or traffic.

VHF fixed, mobile, and portable stations, may check in to the JNN (between 1200 and 1230L daily) by saying: “This is (your callsign) calling for a relay to the Jefferson Noon Net on 146.52”.  If you are within range of an HF JNN station they will take your check-in and relay any traffic. 

Optional:  Between 1200-1230L daily HF JNN stations are encouraged to monitor 146.52 MHz and periodically announce that they are “monitoring for relays or traffic for the JNN”. 

I want to thank the operators who have provided occasional back up as a NCS over the past five years; and especially my wife, Nannette, KE6MZT, (Siskiyou County EC), who served as net control many times when my work schedule prevented my participation.

“Now that the Statement of Operational Agreement between SV ARES and Central Valley Zone American Red Cross has been signed, we need to let all of our DEC's and EC's know about it. ARC will be sending copies of the agreement to all of its Chapters in the California Central Zone within the next week. I will be getting a list of all of the ARC Chapter contacts within the next week as well. I will be sending a letter to each Red Cross Chapter listing individually the local EC, DEC, and SEC "call up tree".

They will be instructed to begin with the EC and work up the list if they have an EMCOMM need.”

COMMENT:  SV ECs and DECs please feel free to contact your SEC if you have any questions.  (For District 1 and 2 contact K6SOJ.  For District 3 and 4
contact WA6SLA.) The key to preparedness is an ongoing dialogue between
ARES and Red Cross disaster leaders.

“I would like to take this opportunity to introduce myself and let you all know what my vision is and your new District EC. My name is Tim Tribble, KD6MDV, and I have been licensed since 1992. I currently hold a General Class license. I have been involved in Emergency Services since 1984 and am currently the Dispatcher/Clerk for the Fire/Rescue Branch of the State of California Office of Emergency Services.

I look forward to meeting with all of you and plan on speaking at the Clubs in our area in order to get the word out and recruit new members. I also want to secure good working relationships with our local governments and private relief organizations. I am also a big proponent of training and would like to get an ARES training program going in our district. Below are excerpts from that article with comments.

47. “Someone will get the bill; record-keeping and accounting procedures
will be important.”

COMMENT:  This is very important...especially for those within the served agencies.  For volunteer EMCOMM operators, if reimbursement for expenses and/or mileage has been authorized, accurate records are essential. Record your odometer mileage upon leaving your home, when you cross a state line (also make a note of date and time), when you arrive at a command post or staging area, and any authorized driving you do in your own vehicle. Do likewise on the trip home. Later, you MAY get reimbursed for some of your expenses!

Also, net and traffic logs, names of volunteers and the hours/shifts worked, and other statistical records are very important. Often an EC or other leader will assign a person (they do not necessarily need to be a ham) to do some of these tasks.  ECs may want to designate an “administrative assistant” AEC in their plan.

SKYWARN is the National Weather Service program of trained volunteer
spotters reporting severe weather The ARRL/ARES has a national “memorandum of understanding” (MOU) with the NOAA/NWS.

MEDFORD NWS WX SPOTTER NET WEDNESDAY NIGHTS.
The Medford NWS WX SPOTTER NET is on Wednesdays at:
1915L on 147.26+ (Mt. Ashland repeater - WX7MFR/R); SIMULTANEOUSLY ON: 146.55 SIMPLEX (Siskiyou and Klamath Counties); AND 146.97- the Likely repeater (Modoc County). FROM 1920 to 1929L: on 3987 LSB (1982 LSB alternate), relays and other check-ins will be accepted and forwarded.
ALSO, a packet WX SPOTTER NET is being developed to run concurrently
SKYWARN will be activated on these frequencies during severe weather
events.

The NWS PACKET NODE ON MT. ASHLAND is on 145.030 MHz, ID is: skywrn. NWS is asking for SKYWARN and ARES packet stations to connect and let them know your location, the type of antenna and power you use to access the Mt. Ashland node. The “connect” to NWS packet bbs (direct) is 145.090 and the ID is NWSMFR.  Then connect to NWSBBS, e.g., c nwsmfr.  Then, c nwsbbs. The NWSMFR at nws mfr is a node.

The NWS/Medford “service area” consists of nine counties: Coos, Curry,
Douglas, Klamath, Jackson, Josephine, Lake, (OR); Modoc and Siskiyou (CA).

REGIONAL ARES WEATHER AND ROAD NETS (ARESWARNS) for SV Districts 1 and 2 are on the MUTUAL AID FREQUENCIES of 7232 LSB (daytime) and 3987 LSB (nighttime). 1982LSB (nighttime alternate).  Up/down QRM.  OREGON District 5, and all ARES stations elsewhere, are CORDIALLY INVITED to participate. 

During a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all information and traffic is passed,  (more often as needed).

LOCAL ARESWARNS are activated by a local EC or AEC per your local plan.
Check with your EC for more information about your area.  It is recommended
that they meet at the TOP OF EACH HOUR, and include a local HF - VHF station for relay / interface duty with the regional net.

Check in to the JEFFERSON NOON NET daily at 1200L on 7232 // 3987 LSB for announcements regarding anticipated severe WX.
