+ BILL FRAZIER, KC7REK, INJURED WHILE ON ASSIGNMENT IN NYC -
Bill Frazier, KC7REK, of Silverdale, WA, (and our webmaster par
excellence’), is home from his assignment in New York City as a mass care
specialist for the American Red Cross.
Bill writes: “I tripped over an 18" fence and broke my left elbow and
sprained my right wrist. The explanation would take too long for
one-handed typing, so you'll just have to live with the bare circumstances.
I was within one block of ‘Ground Zero’. As I'm able to type more, I'll
send more info, but for now the pain and pain pills are clouding my
thinking.”
EDITOR’S COMMENT: Glad you made it back home Bill...even if your arm is in
a sling! Take it easy OM, get some “R & R”, and watch the
Mariner’s
continue their march towards the pennant. We all wish you a speedy and
complete recovery! I talked to Bill on the telephone and he reported that
he received excellent emergency care from an American Red Cross nurse at
the scene, and later at NYU Hospital. He is doing OK, and has an
appointment to visit an orthopedic surgeon. I have invited Bill to EMCOMM
2002 to present a report about his experiences in NYC.
+ REMINDER - NEW NET FREQUENCIES AND SCHEDULES FOR SISKIYOU COUNTY ARES
(From Nannette Thorne, KE6MZT, Siskiyou County EC)
“Effective 1 October 2001, Siskiyou County ARES nets will be EVERY Thursday evening at 1930L on 3987 kHz and 146.55 simplex (Direct to the NCS or by
relays via HF stations.) These frequencies are now the PRIMARY NET
frequencies for emergency and disaster conditions in Siskiyou County. A
PACKET component is also being developed.
The PACKET check in ‘window’ will be for one full hour EVERY Thursday from
1900 to 2000L.” Frank Norman, KE6MZN, Klamathon, CA, will be available
via
the SCARA node on 145.01. (Alternate is YREKA on 145.05) Stations
wishing
to check in, should connect with him on 145.01 to KE6MZN-1. Leave a message
with time, location, and that you are checking in to the Siskiyou County
ARES. Then disconnect so the next person can connect.
ARES stations in other counties are invited to check in using whatever
frequency or mode they wish.
PACKET STATION OPERATORS PLEASE PARTICIPATE AS MUCH AS POSSIBLE.

The article: “DISASTER / MAJOR EMERGENCY -- WHAT CAN WE EXPECT?
by Lt. Dan Blackston, Chula Vista Police Department” appeared in its

Below are excerpts from that article with comments.
66. Individual public safety officers will be asked to do the work of
squads or companies; they will have to recruit volunteers on the spot to
provide assistance to their efforts.
COMMENT: This was probably never more true that it was in the recent
incidents in New York City and Washington, D.C. Last week, this column
addressed the phenomena known as “convergence”. While it applies to
all
emergency response teams, whether public or private, I will put it only in
the context of EMCOMM. Every ARES and/or ACS/RACES plan needs to have a
section that deals with the “convergent volunteer”. If this issue is
not
anticipated and planned for; it will become a significant problem.
Properly addressed, it can become an asset and part of the solution.
Ideally, Each ARES team will have an experienced AEC (or an EC from another
area) with good “people skills”; assigned to register, orient, and train
(if need be) the operators that suddenly appear out of nowhere wanting to
help. Once they have been properly registered and cleared, assignments can
be made by the EC or his/her appointee.
You can quickly double your team’s response capability, by assigning a new
recruit to work with a skilled EMCOMM operator for the first few hours or
days.

146.97- (Likely);

SKYWARN nets will also be activated on these frequencies during severe
weather events.
ALSO, the NWS PACKET NODE ON MT. ASHLAND is on 145.030 MHz, ID is: skywrn.
NWS is asking for SKYWARN and ARES packet stations to connect and let them
know your location, the type of antenna and power you use to access the Mt.
Ashland node. The “connect” to NWS packet bbs (direct) is 145.090 and the
ID is NWSMFR. Then connect to NWSBBS, e.g., c nwsmfr. Then, c nwsbbs. The NWSMFR at nws mfr is a node.
