1 - NEW AEC APPOINTED
Ken White, KC6RSS, Butte County EC, has announced the appointment of Ray Watkins, KO6TW, of Orland, CA as an Assistant EC.  Ray  will be working to support ARES activities in Glenn County (currently there is no EC there) as well as in Butte County.   Congratulations Ray, and welcome to the leadership team!

3 - SKYWARN NEWS

A SKYWARN Program is being developed for Southern Oregon and Northern California.    SKYWARN is the National Weather Service program of trained volunteer spotters reporting
severe weather.

NWS WEATHER SPOTTER CLASSES:

NOTE: The Medford NWS office reports that classes will resume around April or May. Watch this spot and/or check in to the ARES nets for updates and announcements.

WEEKLY SKYWARN NET:
Sundays at 1930L on the Mt. Ashland 147.26+ repeater (WX7MFR/R) ALSO activated during severe weather events.

The NWS/Medford “service area” consists of nine counties: Coos, Curry, Douglas, Klamath, Jackson, Josephine, Lake, (OR); Modoc and Siskiyou (CA).  If you have any questions concerning the ham radio part of the program, contact Randy/K7RPM < k7rpm@arrl.net > or,  Gary/N7GK < gpederso@orednet.org > via e-mail or on 147.26+ (Mt. ARESWARN INFORMATION:

REGIONAL ARES WEATHER AND ROAD NETS (WARNS) for SV Districts 1 and 2 are on
7232 LSB (daytime) and 3987 LSB (nighttime).  Up/down QRM.

OREGON District 5, and ARES stations elsewhere, are CORDIALLY INVITED to participate.   During a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all information and traffic is passed,  (more often as needed).

LOCAL ARES WARNS are activated by a local EC or AEC per your local plan. Check with your EC for more information about your area.  It is recommended that they meet at the TOP OF EACH HOUR, and include a local HF - VHF station for relay / interface duty with the regional net.

Check in to the JEFFERSON NOON NET daily at 1200L on 7232 // 3987 LSB for announcements regarding anticipated severe WX.

4 - “MURS” - NEW VHF “CITIZENS BAND” ANNOUNCED

New Radio Services: MURS to debut on November 13th

MURS, the Multi-Use Radio Service, will become a reality in mid November. This as the government announces that November 13th will be the effective date for the opening of the new telecommunications system. As first reported here on Newsline, the Multiple Use Radio Service operates in the 151 MHz range. It was designed by the FCC to provide the public with communications capabilities that lie somewhere between the license free, ultra short range family radio Service and the more restrictive General Mobile radio service. Operating under Part 95 of the Commissions rules, MURS provides private two-way short distance voice, data or image communications service for personal or business use by the general public. No formal license is required, and MURS is exempt from content of communications
regulation. Operation on MURS frequencies is on a shared basis and no channel will be assigned for the exclusive use of any station or business entity.

While some in the telecommunications industry predict that MURS may become the VHF equivalent of the lawlessness found on 11 meters, amateurs involved in recruiting new amateurs have a different view. They are already looking at MURS as fertile ground from which to harvest a part of the next generation of new hams. (FCC)

(Editors comment:  It is anybody’s guess how this will impact the amateur service...if at all.  It could provide a little relief for the 2 meter band, by providing an alternative for family and personal communications, and illegal unlicensed and business communications.  It seems to me that the new band could be used for public and emergency service such as Search and Rescue especially in wilderness areas.   (Public service VHF radios could easily be programmed to the five designated frequencies.)  De K6SOJ
