3 - KLAMATH COUNTY REPEATER NOW LINKED TO SHASTA COUNTY REPEATER
The 443.900+ repeater on Hamaker Mt. (near Keno, OR) is now linked to the 443.050+ (CTCSS-110.9) repeater on Shasta-Bally (approx. 16 miles west of Redding).  

The 443.900+ Hamaker Mt. (6,596 ft.) repeater serves most of Klamath County and eastern Siskiyou County...and beyond. It is sponsored by the Skyline Amateur Radio Association, (donations are welcome), 1049 Lakeshore Drive, Klamath Falls, OR  97601.

The 443.050+ Shasta-Bally (6,209 ft.) repeater covers repeater most of the north Sacramento Valley...and beyond.  It is sponsored by the Redding Repeater and ATV Society.

Kudos to Bob Ross, N7RBP; and Charles Seevers, W6QWN, for bringing this important project to fruition.

(NOTE: Considerate operators keep their transmissions reasonably short when using a repeater; and even more so, when using a linked system.)


4 - ICS COURSE SET FOR DOUGLAS COUNTY, OREGON

Douglas County Emergency Management will sponsor a new course entitled: "Incident Command System (ICS) Series". The course will be conducted in Roseburg May 14-18, 2001. Class will be 8:00 AM - 5:00 PM each day. There is no registration fee for this course.

The 40 hour course will merge six ICS courses (a total of 88 hours training) into one course by reducing and/or eliminating redundancies from the stand alone courses. At the completion of this ICS Series class, a student will have completed the major elements of the following courses:

Introduction to ICS
ICS: Planning
ICS: Operations
ICS: Command
ICS Field Operations/ECC Integration
ICS: Logistics

Incident Command System (ICS) provides a standardized management system to be utilized in handling all types of emergencies. The ICS that will be taught in this class is the National Integrated Incident Management System (NIIMS) which is the system utilized by most response agencies within Oregon. Federal and State OSHA regulations mandate that an Incident Command System must be established at every hazardous material incident.

We have received scores of e-mails and verbal comments about EMCOMM 2001.
Thanks to all who have commented.  Below are two (on short, one long), that
are typical of the many received.



  “Glad we could make it to EMCOMM 2001! You all did a fine job setting it up and pulling it off. It is obviously growing and promises to become a major annual event. Worth my while, even if I was lost in radio talk half the time. I am very glad to see the Modoc group so involved. I am pleased
that they are finding ways of participating and keeping interest up when nothing much disastrous is happening around here.

   “I really appreciate all of the effort you put into making EMCOMM 2001 a successful event. Here are my comments:

1. Instead of seeing the government's emergency communication vehicles every year, I'd like to see the vehicles that other ARES/RACES/CDF groups have put together for amateur communications. These vehicles do exist (some are in enclosed trailers) and it would be prudent for us to consider putting one together for the Sacramento Valley.

2. This would be an excellent opportunity to display different types of amateur radio communications for those in attendance, especially those modes and equipment that we'd likely be using in the event of an emergency. Some ideas are: 2-meter voice with a portable mast (a 33-foot portable mast has been available at many ham swap meets) and beam (could double as the talk-in station), packet radio, APRS (at least one group used APRS to find their way to the event), an HF station using PSK31, an HF station demonstrating NVIS, Amateur TV, Kenwood's new dual-band TH-7D handheld which also has a built-in TNC, and Kenwood's new VC-H1 visual communicator.

Many of those in attendance are leaders in their public service organizations and haven't been exposed to some of these new modes and equipment. What an opportunity to display what we can do! Invite those attending to bring their new toys.

3. The desks in the classroom (for the lunch-time meeting and for the session immediately following) are too small for many of the adults in attendance.

Overall, I was very pleased. I can't wait to see what you have in store for next year. -

Editor’s reply:  Thanks for your comments and suggestions Steve. We couldn’t agree with you more!  While we need to have “the agencies” bring their rolling stock to EMCOMM so ARES, ACS, and RACES operators will have the opportunity to view them (they may find themselves operating in one of them someday); we also VERY MUCH would like to see some examples of what can be done by volunteers at a local level, on a shoestring budget, and thereby demonstrate what CAN BE DONE by hams who care about public service.

There aren’t a whole lot of volunteer (local ARES units or EMCOMM oriented clubs) in our area that have a communications van or trailer. The Trinity County Amateur Radio Club has a small converted trailer for EMCOMM; but its tires are not in the best of shape, and they were reluctant to drag it over the mountain to EMCOMM.  (Maybe next year?)  We envision more “toys” on display next year!  Maybe we’ll have a contest, complete with judging and awards! “Most Innovative”, or “Most Rugged”, or ???  Possibly two categories:  
1) Local ARES units or clubs; and,
 2) Individually Owned
Mobile Units.  As far as the small desks are concerned...I’m still tryin’to get my legs straightened out.  We’re open to suggestions. - de K6SOJ

THIS WEEK’S TRAINING:
# 26. The perimeter will be difficult to control; citizens and media alike will offer good reasons why they should be allowed to enter the restricted area.  

COMMENT: EMCOMM “reservists” are not (usually) law enforcement personnel. But they may be assigned to perform perimeter control in a large scale operation when law enforcement is in short supply (which it usually will be). The role of the EMCOMM volunteer* may be to check ID’ s, and to call security to obtain authorization for persons wanting to enter an EOC or Command Post Area. Report all suspicious persons to law enforcement, and write down descriptions and other details such as time, etc.  IT IS ALSO ESSENTIAL that the EMCOMM operator be properly identified! (* Not necessarily a ham radio operator. It may be a police explorer or other registered DSW, using FRS, or an authorized public service frequency.)

SKYWARN is the National Weather Service program of trained volunteer spotters reporting severe weather The ARRL/ARES has a national “memorandum of understanding” (MOU) with the NOAA/NWS.

MEDFORD NWS WX SPOTTER NET HAS MOVED TO WEDNESDAY NIGHTS.
The Medford NWS WX SPOTTER NET is now on Wednesdays at: 1915L on 147.26+ (Mt. Ashland repeater - WX7MFR/R); SIMULTANEOUSLY ON: 146.55 SIMPLEX (Siskiyou and Klamath Counties); AND 146.97- the Likely repeater (Modoc County).
FROM 1920 to 1929L: on 3987 LSB (1982 LSB alternate), relays and other check-ins will be accepted and forwarded.

ALSO, a packet WX SPOTTER NET is being developed to run concurrently SKYWARN will be activated on these frequencies during severe weather events.



The NWS PACKET NODE ON MT. ASHLAND IS NOW OPERATIONAL on 145.030 MHz, ID is: skywrn. NWS is asking for SKYWARN and ARES packet stations to connect and let them know your location, the type of antenna and power you use to access the Mt. Ashland node. The “connect” to NWS packet bbs (direct) is 145.090 and the ID is NWSMFR.  Then connect to NWSBBS, e.g., c nwsmfr.  Then, c nwsbbs.

The NWSMFR at nws mfr is a node.

REGIONAL ARES WEATHER AND ROAD NETS (ARESWARNS) for SV Districts 1 and 2 are on the MUTUAL AID FREQUENCIES of 7232 LSB (daytime) and 3987 LSB
(nighttime). 1982LSB (nighttime alternate). Up/down QRM.  

OREGON District 5, and all ARES stations elsewhere, are CORDIALLY INVITED to participate. During a SEVERE WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all information and traffic is passed,  (more often as needed).

LOCAL ARESWARNS are activated by a local EC or AEC per your local plan. Check with your EC for more information about your area. It is recommended that they meet at the TOP OF EACH HOUR, and include a local HF - VHF station for relay / interface duty with the regional net.


Check in to the JEFFERSON NOON NET daily at 1200L on 7232 // 3987 LSB for
announcements regarding anticipated severe WX.
