NEW EC APPOINTED FOR BUTTE COUNTY
Steve Kaps, N6NPN, has been appointed as the ARES Emergency Coordinator for
Butte County, District Two, Sacramento Valley Section. Steve has served as an
AEC under Ken White, KC6RSS, the outgoing EC, who resigned for personal reasons.
Thanks to Ken for all of his dedication and hard work under difficult conditions
over the past year.
Steve’s “coverage area” will also include Glenn County, until such time as
an EC can be appointed for that county. Welcome to the leadership team,
Steve!

conducted from late March through mid-May. In case you are interested, the data

Total new spotters: 39

“Thank you again for your highly informative RACES newsletter. A thought
passed through my mind concerning MARS (Military Amateur Radio Services) headed
by the Department of Defense and authorized by the US Congress. Since MARS is a
national/international military related co-institution of RACES operating
largely on military High Frequencies (Army, Navy, Marine and Coast Guard
frequencies) rather than VHF and UHF frequencies, why do we not hear and see
more in the media concerning the disaster duties and behaviors of these two
organizations jointly? After all, both are funded by FEMA. Most auxiliary
radio operators are licensed by the FCC, and both are dedicated to the support
of local, state and national disasters- previously called Civil Defense.
I'm a neophyte member of the Navy/Marine Corps MARS branch of MARS, region five.
I'll bet that MARS Region five officials might jump onto an opportunity to
contribute to your periodical, if asked. Just a guess.

COMMENT: Thanks Macey for your "feedback". The "5-1-2
Bulletin" is primarily ARRL/ARES oriented. However, many of us are
also very active with RACES and ACS/RACES (California), as well as,
ARES/RACES (Oregon); and we do include information on "all of the
above" when indicated. MARS announcements and information is included if it
is something that is not readily available from other sources. The 5-1-2
Bulletin editor receives "tons" of information from other sources. It
is our policy to attempt (at least) to avoid "re-hashing" information
that has already appeared, or will soon appear, in other bulletins, newsletters,
websites, etc. Occasionally, information from other sources is included in the
5-1-2 Bulletin, but only when it is deemed to be of such an importance that it
bears repeating, or having us call attention to it.
The California OES publishes an excellent weekly newsletter. You can subscribe

The article: “DISASTER / MAJOR EMERGENCY -- WHAT CAN WE EXPECT? by Lt.
Dan Blackston, Chula Vista Police Department” appeared in its entirety in

Below are excerpts from that article with comments.
43. Generators will run out of fuel; jerry cans of fuel must be obtained early
to maintain generator powered lighting and communications.
COMMENT: It is recommended that all EMCOMM operators and units keep a
reserve supply of both gasoline and diesel fuel SAFELY stored. In a disaster
situation or power outage, most fuel suppliers will not be able to operate their
pumps. And, for those of us with wells...this also means NO WATER. I keep at
least one 5 gallon “gerry can” of both gasoline and diesel fuel safely
stored, and use them up twice a year (end of summer and end of winter), and
re-fill them or the next six months. In some locations, a 50 gallon drum may be
appropriate. I also keep a dry chemical fire extinguisher in our pump
house, in my outdoor storage shed, and in my home, and in each vehicle. - de

SKYWARN OPERATOR STRUCK BY LIGHTENING:
Danny Townsend, KB5ZEA, was struck by lightning on Sunday, May 27, while engaged
in SKYWARN reporting. As Townsend keyed his mike to respond to KD5JGW's weather
report, lightning hit the tower, destroying the station equipment and knocking
Townsend to the floor. He was taken to the hospital and found to be OK, but he
says he still has a ringing in his ears. "As we operate Skywarn and ARES,
we need to keep in mind the dangers we can be exposed to," said Townsend.
" I have always been conscious of lighting and what it can do, but have
continued to operate during bad weather. I will continue to do what I can to
help my fellow man, but with a little more caution. I will attempt to rebuild my
station with total emergency power as well as attic antennas."-- KB5ZEA.

SKYWARN is the National Weather Service program of trained volunteer
spotters reporting severe weather The ARRL/ARES has a national “memorandum of
understanding” (MOU) with the NOAA/NWS.
MEDFORD NWS WX SPOTTER NET WEDNESDAY NIGHTS.
The Medford NWS WX SPOTTER NET is on Wednesdays at: 1915L on 147.26+ (Mt.
Ashland repeater - WX7MFR/R); SIMULTANEOUSLY ON: 146.55 SIMPLEX (Siskiyou and
Klamath Counties); AND 146.97- the Likely repeater (Modoc County). FROM 1920 to
1929L: on 3987 LSB (1982 LSB alternate), relays and other check-ins will be
accepted and forwarded.
ALSO, a packet WX SPOTTER NET is being developed to run concurrently SKYWARN
will be activated on these frequencies during severe weather events.
The NWS PACKET NODE ON MT. ASHLAND is on 145.030 MHz, ID is: skywrn. NWS is
asking for SKYWARN and ARES packet stations to connect and let them know your
location, the type of antenna and power you use to access the Mt. Ashland node.
The “connect” to NWS packet bbs (direct) is 145.090 and the ID is NWSMFR.
Then connect to NWSBBS, e.g., c nwsmfr. Then, c nwsbbs. The NWSMFR at nws
mfr is a node.

The NWS/Medford “service area” consists of nine counties: Coos, Curry,
Douglas, Klamath, Jackson, Josephine, Lake, (OR); Modoc and Siskiyou (CA). If
you have any questions about the SKYWARN program, contact: Gary/N7GK < gpederso@orednet.org > via e-mail or
on 147.26+ (Mt. Ashland).
REGIONAL ARES WEATHER AND ROAD NETS (ARESWARNS) for SV Districts 1 and 2 are
on the MUTUAL AID FREQUENCIES of 7232 LSB (daytime) and 3987 LSB (nighttime).
1982LSB (nighttime alternate). Up/down QRM. OREGON District 5, and all ARES
stations elsewhere, are CORDIALLY INVITED to participate. During a SEVERE
WEATHER EVENT, the HF WARN meets hourly AT THE BOTTOM OF THE HOUR, until all
information and traffic is passed, (more often as needed).
LOCAL ARESWARNS are activated by a local EC or AEC per your local plan.
Check with your EC for more information about your area. It is recommended
that they meet at the TOP OF EACH HOUR, and include a local HF - VHF
station for relay / interface duty with the regional net.
Check in to the JEFFERSON NOON NET daily at 1200L on 7232 // 3987 LSB for
announcements regarding anticipated severe WX.
