ACS Y2K RESPONSE #1   For release 12/01/99

This is a special bulletin for all ACS Units in California as to
the upcoming Y2K Event. This bulletin is in addition to the
regularly scheduled Informational Bulletin Series.

As most of us are aware, Emergency Management & Emergency
Services Units will be in some form of activation over the New
Year Holiday period. This is in response to the "Y2K Event".
Most authorities agree that this time frame may be one of event
interpretation or people management more than that of a
technological nature. However, both are considered in agency
preparations.

The State of California Governor's Office of Emergency Services
ACS Unit will be activated as of 0700 hrs (PDT) starting on
Thursday the 30th of December. The Unit will be in support of
the State Operations Center (SOC) in Sacramento as well as the
Regional Emergency Operations Centers (REOC) in Coastal,
Southern, and Inland Regions. Specific staffing assignments are
still to be worked out at this time.

The concept of operations at this time, are to provide gathered
intelligence to the Situation Status & Analysis Section of the
SOC. One of the vehicles in which to do this will be using
Amateur Radio Operators and short-wave listeners who are
actively involved in DX and short-wave listening. Those who
monitor the HF Radio Broadcasters, HF Amateur Radio Operators,
as well as other HF users world-wide will feed the information
gathered directly to State OES Headquarters. More information
for this event may be forthcoming.
