7. “Trained personnel will become supervisors because they will be too valuable to perform hands-on tasks.”

COMMENT:  Amateur radio operators, as well as those in other disciplines should expect this.  Trained, prepared, disciplined, and skilled hams will be in short supply.  But, as in any emergency, there will be a number of volunteers, who will converge.  Many will be “experts” and some may try to usurp the operation. 

These persons can usually be utilized, but they must first be registered with the served agency(s) and oriented to the operation. Emergency Coordinators and/or RACES Officers may need to implement an impromptu training program.  They can then assign them to certain tasks supervised by trained personnel.
